Doug Allen

Doug Allen is a Canadian with extensive public policy experience in Canadian public institutions and through special work assignments with public institutions in various parts of the world, including Japan, Malaysia, Hawaii, Ethiopia and South Africa.

EDUCATION

*        Educated at the University of Alberta (Bachelor of Arts - 1969 and Master of Business Administration - 1971) and at the University of Hawaii (Graduate Certificate in Public Administration - 1994).

-         B.A. is in political science and M.B.A. is in finance.

-         Hawaiian Graduate Program is for Hawaiian public servants – Allen was both a student and a mentor.

EXPERIENCE

*        Since 1996, a Victoria-based management consultant specializing in strategic management and public policy issues.  Partner in Sage Group, a management consulting firm providing strategic management advice to public and private organizations.

-         Client organizations tend to be large with significant project-related needs.

The work undertaken has included some significant projects.  For example, in 1997 Allen headed a team that undertook a comprehensive review of auto insurance in British Columbia and made a wide range of recommendations on how it should be improved.  Currently, Allen is managing the work program that will underpin the development of a modern energy policy framework for British Columbia.

*        Chair of the British Columbia Motor Carrier Commission – 1996 to 1998.

*        Chair of the British Columbia Buildings Corporation (a Crown corporation) – appointed in April 2000.

*        Twenty-five years in Canadian government – 15 years (1981-1996) with the provincial government in Victoria and 10 years (1971-1981) with the federal government in Ottawa.

*        Deputy Minister of five different Ministries in the British Columbia Government, including the following:

-         Ministry of Employment and Investment

-         Ministry of Health

-         Ministry of Government Services

-         Ministry of Provincial Secretary

-         Ministry of International Business and Immigration.

*        The provincial ministries mentioned earlier covered a broad range of provincial responsibilities and varied in size and scope.

-         Health had 9,000 employees and a $6 billion annual budget.

-         Most assignments included the need for significant change in policy and organizational structure.

*        Has an extensive background in financial issues, having spent several years in the provincial Ministry of Finance and the federal Department of Finance.  Provincial experience included Treasury Board and Treasury, the latter heading the provincial debt management program.

-         Provincial responsibility commenced with federal/provincial fiscal relations and social policy responsibility in Treasury Board Staff – then took responsibility for the preparation of annual Expenditure Estimates.

-         Debt management responsibility covered a broad range of provincial financing needs.

-         Federal experience in the Department of Finance focussed on the legal framework for financial market activity.

-         Spent two years with Canada Mortgage and Housing Corporation working on innovative techniques for housing finance.

*        Worked for the Canadian International Development Agency (CIDA) in Addis Ababa, Ethiopia (1996), building a Financial Administration Act for the country, and for the Canadian Imperial Bank of Commerce in Tokyo, Japan (1986/87), working on financial and capital market issues.

*        Also worked for International Development Research Centre (CIDA funded) in South Africa (1999 and 2000), dealing specifically with the strategic plan and core business functions of the Eastern Cape Department of Finance and Provincial Expenditure.

SIGNIFICANT RECOGNITION

*        In 1996, recipient of the Lieutenant Governor’s Medal for Excellence in the Public Service.

PERSONAL

*        Read and traveled extensively, the latter including North America, Asia, Europe and Africa.
